I got the starter replaced in december so I dont know, but...
I drove the car to lunch, got outside and it would not start.

When putting in the key, I get plenty of juice. the lights come on good and bright (and do not dim when I turn the key). the power windows are getting enough juice.

We attempted to jump it, and it did not work.

When I turn the key I get a single "click" and nothing. The car does not attempt to turn over. Not even part of the way. Just one solid "click" and that is it.

The dashboard lights, as normal, turn off when I attempt to turn the key (as does radio etc) but the lights do not dim.

it is a 1993 lincoln town car signature series.

Could this yet again be the starter? What else could it be?

the starter solenoid has a electromagnetic plunger that gives power to the starter, and the 4.6 town in 91 had two. One on the starter and one on the fenderwell behind the battery. The one on the fender will look like a small cylinder with two large terminals and two small terminals coming out of it, and you can use jumper cables to test it. Use both red terminals, connect the large terminals, and it will either start or do nothing. If it does nothing try turning the key, two terminals need both. If it still does not start, it may be wires in betweeen, or the starter could have crapped out. you do need the key to on to start.

it could be any # of things. i'm not sure about a 93. does it have an external (fender mounted) starter solenoid? i'd take the battery out and go have it tested (it could be bad). you basically start with the basics. how do the wires look (clean, corrodid), are they nice and tight on both ends? check the wires on the starter, and make sure they are nice and tight. if it has a fender mounted soledoid, you can bypass it with a screwdriver. g/l

If you haven't already made positively sure your battery is good by either buying a new one (if old one is 5 years old or more) and having it tested or having your current battery load tested at the auto parts store. Otherwise, you have no way of knowing your battery is good. Once you know it's good, it has to measure at least 12.6 volts using a DMM to be fully charged. Then the battery cables and connections all the way to the starter (red +) and engine ground point (black -) have to be tested good.
