If the damage goes into the "meat" of the fish then they probably will not grow back or if they do they will not grow back properly. If the damage is limited to the fins themselves they should grow back with no problems at all. It will take time though.

If the fish lives the fins will grow back. They may not competely grow back and they may not be as attractive as typical fish of the species though they will grow back to a large degree.

Yes his fins will grow back, it will take awhile and do not put him in with other fish that will pick on him again. Yesterday my goldfish was attacked by another fish and now his fins look pretty bad, but I know they will grow back. Put some aquarium salt in the water to ward of any fungus that can attack him now that he is weak.

As long as the damage is to the fin parts only and did not extend into the flesh, itself, they should grow back. Good job on separating them :) You may wish to add melafix into the tank with your fallen soldier to make sure he gets no bacterial infections while healing.
