The door is on the side where everyone throws their trash away so it no big deal for it to be locked its for everyones good this is not the only thing wrong but its the most important. Look on your lease.....there should be the name of the owner of the building....or the leasing agency responsible for handling it for the owner.

As far as damage to the car, I would start with the police. Even minor scratches and inconveniences add up quickly. Anything dealing with the building would have to be dealt with cautiously. First hand management a written complaint "keep a copy." If nothing happens within reasonable time "1 week." You then proceed to the local housing authority or even contact the city hall. They should be able to fill in the blanks for you. As with the lock though. This may fall into what we call a "Code" issue. Deals with set rules for multiple housing complexes. In case of fire yada yada yada. This will hopefully give you a start.

FIRST... ALWAYS back up any conversation in WRITING !!

A copy to the "manager", a copy to the "owner", and a copy for your files !! Always check your lease to see if it is THEIR responsibilty or yours also.

I had a manager who wasn't getting things done... the 2nd letter reached the OWNER, and the owner called ME to ask why there was a 2nd letter !! The manager was replaced 2 weeks later.

Now regarding your CAR... I'd report the "things" to the cops if it's vandalism (this also gives you police reports to include in your records). YOU probably don't have a legal right to put a LOCK on a "community" gate... check with a lawyer or local housing - legal - aid.
