--because that extra 2/5 ths, or 40% of the population hasn't shown up yet.

--because the last people who *learned* them in public schools (*ahem* like me) haven't all *died* yet.

Or....

--because teachers are so overworked and underpaid in America that they *barely* have time to teach to the tests, never mind teaching kids how to do division and/or ratios without a calculator, which is what fractions can represent, in shorthand terms.

Of course, all of the above assumes you aren't just trolling the kiddies here. ^_^ I can *see* that troll on the tip of your pencil you know....nice *mohawk*, by the way.
