Call the police with that number and see if it can be traced and located.

First, I would ask him/her where they were, and then ask for details about the person who kidnapped them. Then, using another phone (so I wouldn't hang up on them), I would call 911. I would then return to talking to the person on the phone and try to comfort or help them in any way.

Yeah, What John P said. It'd be stupid to call someones cell when every cell has 911 access, even if your cell has been disconnected for non payment you can still call 911.

tell them to leave their phone on, get their number of my recent calls, call the police and give them the number and tell them to have the phone company search for it and find it's location, tell the police to go their, and then everything is fine.

Cellular is a great movie. But to answer you, I would have a 3way call with the proper authorities.

ohhh!! I love that movie!! lol...sorry, I would probably bring it to the police so that they would believe me, and so that they can do something, cuz I'm not sure what I would be able to do to help without the police's help! lol
