i have a 2.5gallon tank, it came with a thing on the top that has a light and a filter which sucks water up through a plastic tube and cycles it back through the other end. My question is how good are these filters compared to other types of filter? And what other choices do i have for my tank filter?

i am new to this so i also need to know how to clean these filters and how often i need to change the little plastic balls and the carbon. i heard these filters also increase the nitrate levels if not treated properly.

That type of filtration is perfectly adequate for a small tank, I wouldn't gave any consideration to changing your filtration. You should replace the carbon about every 2 weeks and really you never replace the plastic balls. Simply wash them out on occasion and that will prevent the bad pockets from forming that cause the nitrate problems.

well i got a power filter my tank is 20 gallons with 2 baby oscars and a pleco lm planing of getting a bigger tank and turn the 20 gallon into a feeder
