I would say 25-30% each week. If you see that the tank seems dirty in less than a week then increase the amount of water you change or do 2 changes every week. Basically you do as much as is needed to keep the tank healthy through your observations. Excess food or ditritus means more changes as would significant algae growth.

I agree that your tank seems a bit crowded.
10 gallons and bigger need 10% - 20% changed weekly.
Anything below 10 gallons will need either 10% - 15% bi-weekly or 25 - 35% changes weekly.
It sounds like your not just a passive tank keeper, I would recommend upgrading to a larger tank if you have space. Since you've already got the proper decorum and equipment, dishing out $8 for a 10 gallon tank wouldn't be a huge leap.

You really should have a 5 gallon tank minimum for a betta fish I would change the filter every month

You have way to many fish in that small of a tank. The betta should be all you put in there...I would get at least a 5 gallon even a 10 gallon would be better.
If you keep them in there make sure you do 30% water changes every week. Snails will need sinking pellets ever few days because unless you over feed they will not have any food.
Get betta food - feed sparingly.

That's alot for a two gallon tank!
Take away the White Clouds and you'll be fine.
If you have a filter, do a 25% water change every week.
