Yes, in most states you can legally own a tank. Of course, they wouldn't be able to have any functioning ordinance. Most municipalities have ordinances against vehicles above a certain weight driving oun their roads. But the addition of rubber treads would definately help. They are a true rich man's toy like P-51's or yachts, and I wish I could have about 20 of them.

you can purchase any military hardware which is no longer capable of causing damage due to any weapons it may have carried. there are many collectors who own, rebuild and display their armored vehicles including even some which are used on public streets such as older half tracks, amphibious vehicles, small patrol boats, and similar such equipment once used by the military.
though most goes to other governments, national guard units and a few museums, there are still any which can be purchased by individuals. they are not, however, cheap, nor are they easy to find should someone have one to sell.

You can own one but only as a display the gun ports and main gun tube must be sealed and you have no place to drive it . What would the point be? Have fun

Yes, but unfortunately all the weaponry would have to be taken off & you would be very restricted where you could take it for a spin.
