The back injury robbed him of his power, so the second half of his career was decidedly league-average. First basemen (position matters) historically need to put up a lot of power numbers to win the plaque, and Mattingly, unfortunately, didn't have enough great seasons of doing that.

Injuries have derailed better players than he. It happens. It's part of baseball.

He does not have the numbers.

He had a couple dominating years, but only a few great ones in a relatively short career in which the Yankees did not reach the series. The hall of fame requires greater career totals and/or several great years. A couple of championships don't hurt, either.
