In the first place, it doesn't matter where you live or what the laws are. Your genetic factor is still the same. If you want genetic problems coming out along the lines of your children then you stay away from family, that simply.
Believe this or not, most ancient tribes including the early man type, knew something was wrong when having sex with the females of their own tribes, they knew in a way they were related and, it wouldn't work with children.
This was a big factor in war fare among them, they raided other tribes to steal women to bring new blood to their own tribe.
Jean Aeal made a point of this in her book the "Clan of The Cave Bear" although just a story, very good and informative.

They should be rounded up and shot (the parents not children of course.) I am not joking one iota. It is a shame the children exist, I think in Germany a similar thing happen and the children were taken by the state. Immoral, and un natural not to mention disgusting, no civilised human being could do that!

I don't know anything about those places, and I can't tell you if it is normal.
I can tell you that in any culture you have to question this type of behavior. Also, depending on the age difference, if it is a huge one any culture (I would think) would frown upon it. Such as a child with an adult or a young teenager with an adult.

I believe it to be cultural (sp) but the final result is mongoloidism.
The English have similar problem with the concept of not marrying outside their own bloodlines. Ancient Egypt did this as well. Inbreeding is inbreeding no matter who you are

The mores of most western civilizations are driven by the teachings of the bible and such activities you ask about are clearly a no no there so the Netherlands, as liberal as they seem, do not condone such activities for these reasons and well as genetic ones.

Sometimes moreso in rural areas you will see the result of inbreeding typically by deformities.
It is so gross. And a man's world in an ignorant society. (Not male bashing either but the society in which it happens).
