It's an old term for low minor league levels -- typically used to be dismissive, indicating immaturity, juvenile behavior, cheap tactics, or unimaginative, possibly ineffective and inelegant, approaches.

like "arod's play was bush league" it means around little league, not professional, sandlot, playground play. It is not a compliment.
