I imagine English is not your first language. We are unable to understand you.
Do you mean "I always say that things are 'up in the air'"?

Up in the air is an idiom.

However, you could mean that a thing is in the air, as in a balloon going up - it is in the air.

We are, I am confused.
Please clarify. . .
