It is because the schools are run by the government.

Anything run by the government will become inefficient, ineffective, expensive and political.

School choice, competition is the answer. If public schools had to compete with private schools for students and or funding, this would cure itself in no time.

If students begin failing in great numbers the school looks like a failure to school boards and politicians. So the curriculum is watered down so that everyone can pass. The problem is therefore bumped down the line another year every year. Emphasis is focused on longevity instead of merit.

Seems to be modeled after the teacher's union. Merit is not even in the equation.

Since the schools can effectively demand and obtain any amount of money from taxpayers the price constantly goes up.

Since students are a captive audience and curriculum can be politically influenced, students become propagandized and indoctrinated, not educated, not taught to think for themselves.

Not only are schools to blame but family homelife has a great impact as well. We also set up a system where there are no consequences to their actions and its everybody elses fault.

How to you motivate someones kid who is on his own for several hours after school until the parent returns home? They can and do anything they want in an un structured environment, hitting the book is the last thing on their minds.

How do you motivate a kid in a world where there are so many distractions, to have the disipline to sit down and study.

Most of the 60% probably need their parent(s) to give them a swift kick in the A*S, and turn off the TV, put down the Gameboy , Unplug the Ipod, Sign of the Chat room and just study.

Parents need easy access to class room information like assignments. When the kid says they don't have homework the parents need at least an up to date web site to goto to check. ( Don't tell me a student would never lie about having an assignment to do...)

I just recently went to college. I am 26 and graduated in 1998. I'll tell u y most students need remedial work in college. In high school they teach you but its a must that u graduate and get everything together because that's whats expected. In college the professors could care less if u pass. High school teaches u the skills but not on your own. In college u have to apply those skills on your own and make them work for u. If u do not study and do what u have to do in college u are only cheating yourself. It' s the same thing in high school but that's not the way its presented by the teachers. School has definitely changed alot since I've been and that was only 8 yrs ago.
