The best I've had is the $5 steak special at Ellis Island. It is a little off the strip but within walking distance. It is about 2 blocks behind Bally's. The special has a big hunk of steak, green beans and your choice of potato. They also have $1.50 microbrews which are wonderful.
The Peppermill is also great if you are traveling with someone who is willing to split the meal. The portions are huge and there is absolutely no way one person can eat it all. It is located near the Riviera on the strip.
Look for discount coupons in the What's On and other magazines in hotel rooms. That may help you cut costs.
There are also lots of fast food places all over Vegas. Very cheap.

Generally, the buffets - but, like someone else said, be aware of what you're getting. The two best, and reasonably priced, buffets in Vegas - IMO - are at the Palms ($9.99 for lunch) and Luxor ($15.99 or so for dinner)
I once saw in a guidebook the buffet at Terrible's casino was one of the best for the money.... It was $4.99 for breakfast, and it was NOT the greatest. Some of the hot food was lukewarm at best. Some of the stuff was really good though - like the pastries.

Beware of some of the buffets. They seem great until you get there and the food sucks. I went to an all-you-can-eat crab legs, shrimp & prime rib at an asian themed casino (I can't remember the name). Sounds great, but you had to peel the shrimp yourself. When I got my crab legs, I wasn't given a tool to crack them open so I had to try to dig in those tiny legs with a fork. The prime rib was mediocre at best.

Go downtown (take the Deuce) and go to the California hotel. You can get a $6.99 prime rib, and I don´t mean one with fillers, a baked potato, green beans, all you can eat salad, and cherries jubilee. It is AWESOME, and would cost at least 3 to 4 times this much at another restaurant. We had it this past May, and want to go back there and take all of our friends!

You cannot really go wrong at the buffets, they are very reasonable if you have a good appetite. There is lots of fast food places also. Lucky you! It is an amazing place.

The cheapest in the casinos are the buffets or the side cafe's,
and also their food courts.
