Better yet what is a correct expression?, possibly the one which fits the size of your appetite.

I have heard many times that people were so hungry they could eat a horse, why?

The reason they say this is because they themselves know, that almost no one ever eats a horse, and they also know that a horse is larger than a cow.

This is only used as a double description to describe that they have a very large appetite, and because there appetite is so large they can imagine eating something of very large size which they normally do not conceive.

Although they would not really eat a horse, they use the saying to get the point across. that they are extremely hungry.

I've heard it said both ways, but I believe the one more used and therefore 'correct' would be horse

I have always heard horse but I expect its like the difference between "pop", "coke", and "soda" its all in what part of the states you live in.
