Their horses probably do; incase the horses should get pulled over for being intoxicated from eating wild clover.

You don't need a license to camp in the United State National Forests unless there are more than 75 people staying for two weeks. It's a bullshit sub-law that the man created to keep Rainbow Tribe of The Living Light "under control" They are American gypsys some would say, travelling around the country all year long, staying with large encampenments once in a while

If you are talking about in the U.S., I think they do. I have seen caravans of them parked on public property a long time ago.
