With all due respect it won't likely be SOLID concrete, but can be constructed much like a house foundation is, with poured footers and Block.

You don't state a preference for the porch "Floor" but there are options. You also don't state any preference for the material for the stairs, and there are options for those as well, very likely they should be the same material as the 5 ft high porch, IE: Block. You also don't state any dimensions in square footage of the porch FLOOR surface.

five foot tall and five steps sound like a problem since stair risers should be no more than 8 1/8 inches high

Call your local garden center and tell them your demensions and what you need. They can calculate it all up for you in a couple of minutes and let you know what you need to completed the job. Compare that to a job contracted and see what is the best way to go. Work smart, not hard!
