If you are staying offsite you are not supposed to use Disney transportation. This is one of the benefits for guests staying at one of Disney's resorts. However, a lot of people do use it, even when staying onsite. Technically each passenger is supposed to show their room key in order to get on the bus, but this rarely happens.

One thing I have heard and I don't know how long it will take, is that Disney is going to start using a new system with their buses. Basically, before you can get on the bus, you have to scan your room key from one of Disney's resorts in order to get on. So, unless you are staying onsite you won't be able to get on. This is their way to keep this benefit for onsite guests. Again, I don't know when this is going to happen, I've been away since I first heard about it and haven't had a chance to keep up on it. If I find more info I will let you know.

Your other options are a private transfer or a taxi, depending on where you are staying, private may actually be less expensive. I'm not sure where you are staying, but if you will have to pay for your own transportation to things, you may be better of staying onsite, many of the benefits of staying onsite can save a lot of money. This is only if you can't use the buses when you stay offsite by the time you go. Another option is public transportation, but I've never used it and don't really know how it works.

You do not have to stay on Disney property to use their free shuttle transportation. And no they never check room key cards or anything like that. Board any of Disney's shuttle busses at the Downtown Disney Marketplace or the Transportation and Ticket Center (located by the Magic Kingdom).

You should be able to use Disney transportation to get anywhere on the property as long as you're staying at a Disney resort.
