my Tecumseh muffler(RIDING MOWER)is terribly loud, can it be fixed?

Depending on the age of the motor/muffler a new one may help some. If the mower is a few years old you might look into a newer muffler if it will fit your machine, the newer units seem to be quieter than the old ones.
