Sorry, mobile homes are often called manufactured homes, I think you are talking about pre-fab homes.
I would say that would vary by park. While most mobile homes are never moved after being put in a park, they can be moved. I think that is much harder and costs more for a pre-fab home. Maybe it is not possible.

The term Manufactured Home is a catch-all term that covers several types of homes. While all mobile home are manufactured homes, not all manufactured homes are mobile homes.
Manufactured homes also include pre-fabricated homes that are trucked to the site, pre-cut homes that are assembled on site using conventional construction methods, and modular homes that are trucked to the site and set up.
Any manufactured home that is not a mobile home is normally attached to the ground permanently using a conventional foundation and becomes part of the land. This type of home cannot easily be moved to a new site and would generally not be suitable for a mobile home park. Most mobile home parks are zoned for mobile homes only and you would not be allowed to place any other type of home there under the zoning laws. Even those that are in unincorporated areas where there are no zoning restrictions, the park is not likely to permit a permanently attatched structure since it goes against the character of the park.

It depends on the park. They are all different, have different rules and subject to different zoning/building regulations. If you are considering it why don't you speak to a dealer about where it can be placed. They have to know the facts so they can sell their homes.

Yes, they qualify in most cases, because they are transported on wheels and are fairly easily made mobile again. However, the final say goes with the owner of the park.
