Ok,
here it is, you can get the area blue by placing the cursor at the beginning or the end of the area you want to cut and paste.
You left click and hold it down thats when the dragging begins, holding down the left mouse key and moving your mouse to cover the area in blue or if in words in black.
After you have covered the desired area you leave the mouse alone for just a sec. Stop holding the left button down that is and then place the cusror on top of any of the highlighted area. now you click the right button on your mouse once. a little window will pop up. you will have several options to choose from in this case you want the cut option.
scroll to cut and leftclick once. the window will dissapear along with the highlighted section. POOF gone. it is saved in your clipboard. Chose where you want to paste what you have just cut. Place the cursor to the area left click once to have the starting destination and then right click once another small window will appear with options again. this time you will see that it also has available the paste otion. scroll to paste left click once and Magic Happens again. What you had highlighted earlier it will appear again in the same normally format that it was written.
Tip!!!
You can do the same exact thing for just copying and pasting or if you just want to print only a section of what you are reading.

To cut and paste you need to highlight what you want to cut or copy. To do that right click, keep holding the mouse down and move left or right on the text you want to do it on. Try with the line below.
The cat drank the milk.
The difference of copy and cut are signifigant. Cut is if you are in a text box and want to erase the higlighted text and paste it somewhere else. Copy is if you can't use backspace on the text. For example on my question. Try using Cut, it will not work. Paste is the final step. In a text box put the blinking | where you want the copied or cut text to be and right-click then paste. Hope I helped!

Once you have the area turned blue, right click (tap the right hand mouse button) and a small drop down menu will apear.
Now select "cut" (choose copy if you just want to make a copy somewhere else).
Go to where you wish the "cut" to appear. You will have to click (left mouse button) to place the cursor at that location.
Right click again.
New drop down menu again.
Choose "paste".
You have now performed a "cut and paste".
