if you have a dynamic IP, your IP changes every time you reboot, your computer "leases" an IP address and use it for that session only. If you get online for 8hrs, your IP from the time you start will be the same till you get off.

What you're refering to as a changing IP is your Public IP address which is view by other users but totally has different values from your real IP, (this is an advantage for dynamic IPs to prevent hackers). It changes depending on the traffic or volume of users all over the net. Public IPs change when someone somewhere gets on and gets this public IP, then you get on and you get the public IP next on line, when the user before you gets off, you get his public IP, your previous public IP will go to the next guy and so on, Its like a very long queue. So this changes depending on when someone gets on and off

Your ISP issues your IP address so the "lease" on it varies. You can often change it, by disconnecting from the internet for 5 full minutes. Or by turning off your ISP provided modem for the same time.

To determine your IP lease length, go to start > run > cmd > OK > type ipconfig/all > enter > scroll down
