Because they are politicians.
They wrote the rules that allows it, so they use those rules to their advantage.
Just look at all the perks they get, they can retire after one term and get a check the rest of their life.
It is not just the Democrats, it is 90% of all the politicians without regard of party.
Why don't we have a flat income tax?

Yes.and being a republican I will add that we have sneaky snakes on both sides of the isle. Almost all senators and almost all representatives are "useless eaters' and servants of the so called" elitists" or "enlightened ones". A small small percentage are very useful servants of "We the People".

yup. its all about control and money now. people go into office for respect and power, not for the good of the country. why do you think there are so many scandals? makes me ashamed of our people in office. im almost afraid to vote now days... just who am i wanting in office? you just never know anymore.

all politicians do the "pork barrell" deal and they do it to get funding for their state projects to then get re-elected and both sides are not honest at all---welcome to the real world
