If you hold down the power switch for about 6 seconds [Not longer, otherwise it will shut down instantly and that causes damage] the computer will begin to turn off. It still may take a while, but it will be faster.

your PC is just like an office table, when you get off from work of course you have to fix papers, your pens, put folders on this side, reports on that side, incoming here, outgoing there and so forth, if you did little work this day, it will take less time to arrange your desk, but if your quite busy there would be more things to arrange.
Its the same with a PC, the more things you did on it, more programs you ran, the more it takes time for the computer to arrange those programs back.
If you want to improve the ability of your computer to process these things, I suggest you add more memory to upgrade the speed process.

Run a virus sweep and a spyware sweep. There is something that is attempting to write to the Registry and stopping your shut down process.
You can also just hold the power button in for about 5 to 7 seconds. This is another way to shut down your system.

first download spybot
from http://www.download.com/3000-2144-10122137.html
then run the program and remove all spyware
when thats done
hold ctrl+alt +and del key
this will bring up your windows task manager and will show how many processes are running (you should have about 33 )
if you have more
check which programs are running at start up and remove them ie any p2ps? (dont allow these programs to start until you need them)
3) defrag your computer
4)do a scan disc check get rid of old files

This is probably just because your computer is slow. I don't really think that you could do anything about it. Some computers are just slower than others. If it's really bothering you, you should take it to the Dell or Apple, etc. store or any Comp. USA. Although, I don't really think they'd be able to help!

If you are running Anti Virus software then it may be completing the Anti Virus check.
If you are NOT running Anti Virus software then YOU SHOULD BE; you probably have a virus problem of some sort. Look for 'AVF Free', which is an excellent Anti Virus.

in the beginning all why the device element is heated. examine the room is cool because of the fact the warmth of the element would desire to be cooled. continually tries to maintain the device cool meaning change on your av or change of your recreation.
