Peanuts for eating ( even " raw " ) are not suitable for growing. Even raw peanuta are usually heated to prevent pests. Buy from a seed company. Peanuts are interesting in that although the seeds develop underground they are the fruit of the plant. The flowers fall off and develop underground. I read once about spreading chopped straw or mulch under the plants for the peanuts to develop in so they don't have to be dug up.

Yes, the peanuts are the seeds of a peanut plant. However, you will have better luck if you purchase a packet of seeds from a regular seed company. These seed are tested for germination and treated against rot and rust. Plus there will be planting directions on the packet. Peanuts grow underground like a potato by the way. Have fun.
