When i twist it in a certain angle it starts charging why is this?

You've got a short in one of the wires. Call the manufacturer of the laptop and see if they can send you a replacement, because there is something physically damaged in the wiring of the power supply.

IF it is twisting the "wire" that starts it working, contact manufacturer of laptop for a replacement.
If you have to adjust the angle of the PLUG into the laptop, contact them for a hardware repair on the laptop itself as this inpolies a broken connection on teh actual power intake.

It's defective, replace it.
