I want to say that it's a bad thing for both of us that you didn't keep the promise/agreement that was made and now i have to take action....but i want it to sound better, bigger words you know.

How about:

You didn't live up to your part of our agreement so now I have to seek out side help in straighting it out.

But you should state the agreement & how that person didn't keep it. Also a general idea of the steps you will be taking.

If you will be taking legal action it would be best to have a lawyer draw up the statement.

I would say, The agreement that we made together was broken and I have no other choice but to take action. Or, You broke the agreement that we made and consequently I am forced to take action.

Short, sweet, and to the point is best:

Dear SoandSo,

Please take note that I am aware that you did not adhere to your part of our agreement. Unfortunately, your unwillingness to make good on your promise has put both of us in a regrettable situation. You are hereby on notice that I must now take action to protect my own interests.

"I'm extremely disappointed in you. We made an agreement and you promised to go through with it. Now you've broken your promise and so I have to ..." (Describe the action you have to take rather than saying, "I have to take action."

Sadly, I have to admit, I'm on the other side of that conversation. And I find it difficult to discuss my failure. I don't want to admit that I can't do as I said I was going to. I have not given up, though it may not seem that I am making the best decisions or doing the right thing I really haven't forgotten what there help has meant to me. I would not have survived without it. If I we in your shoes and to avoid losing a friend to this. Perhaps give them an option that they can afford to comply even if it seems small it may get them rolling in the right direction. good luck.

It's perfect just the way it is. You can use bigger words but you can't improve on it.
