Time is asomething of an enigma everywhere in the universe, and the fact that we apply it to everything in our daily lives (distance, age, money, et cetera) is a factor of our environment.
There is a theoretical discussion that things can exist outside of time and space, but we are unable to grasp that in any terms we could comprehend, because our brains are keyed into the environment and the physics of what make up this universe around us (which can account for disorientation during the shuttle mission.

A universe without a 4th dimension of time might be unstable for organisms. But if it were stable, humans could still exist in a timeless universe, but we wouldn't experience time as we know it.

Time is the measure of the movement of matter. In a timeless Universe there would be no movement and so no materials beings ( only matter in an absolute rest).

The concept of time is an illusion, and does not exist. It is simply a man-made method of measuring the moments of our life.
So yes, humans can, and do, live in a timeless universe.

It is a timeless universe.
I believe a life form could live forever and therefore could be considered timeless.
