It was taken at Yalta at the Yalta conference of February 1945 among the big 3 Of FDR, Churchill and Stalin. As you can see , FDR was beginning to show his poor health that will eventually take his life on April 12,1945. It was also in this network of Stalin's greatest hour because this was there that Stalin won many concessions to fit his purposes for Territorial aggrandizement of Eastern Europe.
