I got accepted into the University of West Georgia ( a smaller, lesser known, yet good college) and into Georgia State University (a much larger research university) and I am going to go to one of the two, but if i go to either one i am still going to try to transfer into a school like UNC Chapel Hill or UGA after 2 years. UWG is in my hometown, so it is only like 10 minutes away whereas Georgia State is 45 minutes away because it is in Atlanta, either way I will drive to school. I was wondering if I go to Georgia State versus to UWG if it will be easier to transfer to a more prestigous school because it is a research university and much more known in the college community... or does it not really matter what college you went to for your first 2 years?

You need to get your priorities straight before you make a decision. Are you more worried about distance or prestige? If it is distance that is bothering you, go to the college closest to you. If it is prestige, go to the other college. However, since both have good reputations, it won't matter which one you attend for the first two years, as long as you have a good GPA.

I can't read the minds of the admissions people at UNC or UGA, but Georgia State has a stronger reputation than does UWG, and assuming you were able to keep your grades high in both places, I would think that the schools to which you want to transfer would think more highly of strong performance at GSU.
