you are referred to sign up for all sorts of programs/trials/memeberships and then you have to get people to do it under you.

They need to refer others. So the site they are giving actually has a reference code for them in it as well. So that THEY sent you to the site and that way they are closer. I don't go to the site and find them REALLY ANNOYING, but you only asked why they do it.
