It sounds as if you have a poor connection on the fuel level sensor inside the tank. These are a very cheap design and we had to replace thousands of them. A tsb is actually called a psb and it is an internal GM document to advise mechanics and the like of problems found that we all needed to be aware of. It stands for a product service bulletin. You will need your tank removed and the level guage replaced. Good luck.

For the past few years Gm has had a problem with their instrument cluster, but I don't think that's the problem from what you describe, it sound like the fuel level sensor in the tank is malfunctioning, go to the dealer and tell your service adviser what the problem is, I'm pretty sure they will change the sender.
What is a Tsb, it is a Technical Service bulletin

meaby the mustang have minor problems but is a classic car. it looks better than a silverado 100 times. And the mustang with some paint job and all problems fix its a excellent car. Even so i dont thing theres much difference between these vehicles i terms of fuel efficiency.
