A part of the problem with the FULL solution, is that it makes your computer run slow. You say the word BEST, and there is none. When hackers go after a specific combination, they find holes. It is best that everyone use a different combination of solutions, to provide diversity.
With high speed internet; even with one computer, it's a good idea to use a Router. That way your computer is not HANGING OUT THERE.
For a firewall, I like Zone Alarm.. the free version visit http://www.zonelabs.com But if you have Windows XP with SP2, then the Windows Firewall is fine.
For anti-virus, I use a plain anti-virus solution from Norton. I am not a fan of their security suites. I like Norton because of their full status screen. Some anti-virus programs don't show that. I always tell people that you NEED THE DISK and here's why. The Disk provides a scanner program right on it. If your computer gets infected, you can reboot onto the disk and run that scan. If you downloaded Norton, you don't get that. In fact, why pay more for less? Quite often you see the disk on sale at Staples with a rebate that is cheaper than the download.
For Anti-spyware, I also go with the free stuff. I recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs. These are cleanup tools. Ad-aware cleans files, and SpyBot cleans the registry.
Pop-up blockers only mask real problems. When the popups stop, you know that you have solved the problem. You see, popups ALWAYS come from the INSIDE of your computer.

Free works and generally they are fine, but often as not you get what you pay for...
My personal recommendation would be:
1) Norton 360 (Internet Suite). It's £60, but that does give you a 3 user license which is great if you have a number of computers of home. NOTE: Currently on special offer for $59.99 / £30. I'd buy it while the offer lasts!
Includes:
Antivirus
Antispyware
Antiphishing
Online identity protection
Web site authentication
Two Way Firewall
I've mostly used Norton / Symantec security products since the late 80's or so and haven't been infected or compromised in all that time.
2) Lavasoft's Ad-Aware
There's a free and a pro version. Both are brilliant.
3) Ensure you only use legitimate software and stay away from peer-to-peer networks. The later is a breeding ground for trojans and viruses and key-generators frequently carry an unplesant payload
4) May sure you get daily patches to Windows!

Well I can't really tell you what's best for you unless you tell me your available resources. Currently, the "best" that can be considered to be the best are the bundles, because by being a bundled security,there compatibility with each other are put into consideration. Here are some internet security bundles that I know. Norton Internet Security,Kaspersky Internet Security, Zone Firewall(I know they also have a bundle for anti-virus and anti-spyware),and Panda Internet Security.
Note that these securities are not free for forever,like Kaspersky.
Norton can be considered the best, but consumes the most resources in your computer so you should have a "very" high -end computer(so that it won't bother you).
Still for free items, you could always go for Grisoft's line of "free" proucts, though buying them is better than just getting the free because the "bought" versions give a better protection.

The last two are two different anti-spyware programs, but both are necessary to keep the computer cleaned up.
If you have the last three, Windows firewall is as good as any other, and will not slow down your computer like many of them do.

My suggestion is get Norton Internet Security, it has a firewall and and antivirus. Nothing gets past it unless you install something yourself.
For spyware get Spybot Search and Destroy
And also Lavasofts Adware personal edition
The above 2 are free. Norton you have to buy, but it is reasonable for the internet protection you get.
