To answer your question, there are two basic things to keep it in mind. One is that, once you own your laptop, without internet connections, its free (after you paid $$ for new laptop). Second of all, if you want to get on internet, of course you have to pay for IP service providers whom provides connections for you to go online. I would assume that you are still in high school, you must be 18 before you can shop and join any service providers. If your parents have internet connections, then you can have them set up some router where more than one computer can be connected to internet.

no you dont have to, unless you have subscribed from evdo service, or using any wireless cards to connect mobile network ..... if you do then you have to pay the cellullar company for using internet ..........but by default none of the laptop manufactures give you this these days ....... since everybody is sticking with their own wifi networks of their router or using public hotspots......
your answer would be - No, there wont be any charges to you at all, since you wont have any subscription, make sure you dont sign up for those 6month free AOL or earthlink when it comes, yes its free, but after 6months your billing cycle will begin ........believing you have an internet at home already (broadband maybe) buy a router and put a secure wireless network that you could use wireless internet anywhere around your home .....
Note- you dont pay for your wireless internet, since its your own wifi, what you do is, buy a router, and split your broadband connection to wireless signal that laptops have the ability to recieve and regular wired signal thats recieved over LAN. (Remember - if you have a dial up, forget it, you have to plug you phone line everytime to use internet, and thats the only way ). Also remember this wireless internet is limited for your home only or if luck wherever someone has a unprotected wireless router in their home or around ur neighbourhood you should have no problem recievin their signal also ......
secondly .... believing you are not paying for ur laptop in installments .... you dont have to pay again.
