Kuait, UAE, Saudi, ETC all have booming economies yet places like Nigeria have the highest poverty levels in the world even though they export equal amounts of oil.

I have a pretty good idea. I'd like to hear what others say.

The better management of wealth. Forty years ago the Kuwait, UAE, Saudi, etc became developing an infrastructure, and public works development program. The program included fundamentals as unemployment and health care. A few also began a program of distributing oil sales revenues to the public is a quasi share per person system. Where every (registered)member receive an income and benefits.
This program did not happen overnight and took a few decades to mature to where it is now.
Nigeria has not done really anything with it's wealth other than feed a few greedy politicians and they cronies. Elect new politicians with new cronies.
You may ask the same about Mexico's oil industry, and even a few South American oil industries watch what is happening in Venezuela.

middle east has a recycle of oil economy and nigeria doesnt. meaning i buy oil from the middle east and you invest in america stock exchanges. the conclusion of this true picture is free oil for the states.

its all about distribution of wealth in these countries

and if you look at the others mentioned their earth is baren, and the average people are in poverty

Bush found it easier and more profittable to war on the Iraqies. Besides warring on Africa would be discriminating against black people, again.
