She is probably just hitting out because she is trying to stop her daughter going to the mall and has had to answer the 'But why not? _____________'s mum let's HER go' complaint.
You have to make the judgement about freedom for your daughter for yourself. She should not have called you a bad mother. IF she had a particular concern about the mall or carnival then she should have shared this with you. Insults are just hurtful and undermining.
Take this opportunity to reflect on the safety of your daughter but do not give the insults a second thought.

All that is, is an opinion from another person. What it's right for her doesn't necessarily mean it is right for everybody. Now my questions are... how far do you trust your daughter? Do you perfectly knew her friends that she goes out with? Have you considered all the risk factors that she might come across when she stays late at night?
If you think you knew your daughter good enough and you trusted her and the neighborhood is safe for young kids, then don't mind what anybody say.
However, if you think that you have something to worry about, then you have to listen to that person and make some changes for the better.

Parenting is based on the parents making personal choices for their children based on what they feel is right. Don't let anyone tell you how to parent your children because, in the end, you have to live with the decisions you make and their consequences.
My experience: When my daughter was 10 she wanted to spend the night at a friends house and even though I knew the mom I wasn't comfortable with it...Friends and family told me I was being overprotective and so I relented and let her go. The result: At the sleepover, she watched the other children perform mock sexual acts with their Barbie's and Ken dolls. Very explicit. The aftermath: Never again would I let someone 'convince' me to go against my better judgment.

It was not a nice way of saying it, she could have said it better. She said it out of concern really. At 13, your daughter is young to go out on her own without safety measures. Is she going out with her other siblings? friends?
You are responsible to make sure your daughter is safe.

You obviously have trained yourdaughter in the rights and wrongs about your community and as she goes to places that have plenty of people around she should be safe its not someone elses job to tell you how to bring up your daughter.~~

you are the mother. you know your children, and their maturity levels. it is your call. no, she had no right to say that, unless you're only telling half the story. did your daughter go in her pajamas? was she drunk at the time? if you are talking just an average teenage girl, whom you trust, then no, i don't agree with her.

as may be she saw or know something you need to consider before allowed you daughter to go to anyplace as she is still young teenager

well probably not as she said it but she obviously is more cautious about her childs welfare and felt the need to express her concern. It can be very dangerous today for young girls to be out alone at nite....

I was definitely going places alone at that age. Tell her she is wrong and overprotective and has a screw loose.
