I would say they were not met. As they were forced to bomb at night, due to heavy losses in daylight attempts, the British were forced to "area bomb". The only things that could be hit at night with any reliability were cities. Both sides thought at one point that "terror bombing" would reduce civilian morale and end the war sooner. It did not have any such effect. If the allies had lost, Harris would likely have been tried as a war criminal.

The offensive did divert German resources and along with the American daylight raids did help to erode German fighter strength. That may have helped the Allies gain tactical air superiority during the Normandy invasion. It was also one of the few ways that Britain could directly attack Germany, so it did give a sense of doing something.

revenge is never a well thought out process, bomber harris in his blood lust was only too happy to kill civilians but the offensive on the ruhr dam was not only hasty but they killed more allies in a single day on that bombing run than ever before or since. down river from the dam was a russian womens prison camp over 2000 female prisoners of war died once the bomb ripped the dam open. so the offensive was never realized to the point of second guessing. it was bomb now worry about the after effects later. air marshall harris would be put out onto civvy street for being so myopic (short sighted)
