There are quite a few options to do that. You can use a few discs and add what you want to transfer on them and them put them on your new PC. Another way is to take your old PC to a computer shop and tell them to fix your USB ports OR put what there is on the hard disk on a USB their selves. Hmm.. what else...? er.. Oh yeah! If you dont wanna transfer lots of things that are really big and you just wana transfer some pics etc.. you can kust send them by email! Er.. That's it! Hope I helped!

All I can think is that you save this stuff to a floppy disk. You should have a floppy drive. Then, if you don't have a floppy drive in your new PC, you can surely find a friend or a library with computers that have both CD and floppy drive. However, before attempting this, i would trash anything you don't need or can easily be replaced.

Take out the old drive and install it into the new one either as:
master (new pc drive) slave (old pc drive)
both cable select, if the computer tries to boot the old drive, windows wont fully boot, swap the way they are connected (assuming both drives are PATA (wide ribbon cable))
if master is SATA, make sure it is set (in the bios) to boot the SATA first (SATA 0 port)
If windows does not detect it as new hardware when it fully boots, check jumper settings and bios settings.
if windows does detect new hardware and installs, check to see it shows up in Explorer
if it does, then copy away
if it doesnt, then open disk aministrator in computer management console. check to see if the disk is there.
if it is, then right click it and make it active

Connect both PC's using a standard network cable (Crossover cable not required) and enable File Sharing on the old PC. Then, find your old PC under My Network Places and drag & drop all personal files to the new PC.
Stuck? have a tech do it for you.
