Depends on what it's for and how elaborate you want to go. Microsoft Paint is very basic, if you want to get really fancy and high tech use Adobe Photoshop or The Gimp. The Gimp is free and somewhat like Adobe. As for learning how it all works, Google and Deviantart are wide resources for searching for tutorials.

A banner can be made in most picture editors i recommend fireworks but there are many more that will do and are free u just need to know how big u want ur banner. for an animated banner i suggest you us adobe flash cs3 as in the start up menu there is an option to make a banner and flash tutorials are easy to find on the web
