well it is actually a repetitive phrare since 'to get bare' is equivalent to 'to strip'. Individually they both imply getting naked. Together they simply add emphasis to the fact you are baring all.

of course it is also applicable to refinishing furniture when one strips off all the old finish and gets down to bare wood.

I'm guessing, that it means to strip something, until it has nothing external on it, i.e. bare, either metaphorically or literally
