The rumour is that the mysterious Mr. Saxon is the Master.
Saxon has seemingly appeared already, in The Lazarus Experiment - although not played by John Simm, who has been cast as the same character in the series finale, suggesting that the previous Saxon will regenerate into this one.
Interestingly, "Mister Saxon" is an anagram of "Master No. Six", a point that almost (!) made it into the letters page of Doctor Who Magazine - not entirely sure of the issue number, but it had Daleks on the cover.

The Professor is only rumored to be a Time Lord and until "Utopia" airs on June 16th we will have to wait and see. (but my guess is he isn't, the Doctor has stated that if any Time Lords were still alive he would sense it)
The current rumour mill has Mr Saxon down as being the Master (Which is vaguely possible as the Master has run out of Regenerations and may not even be a true Time Lord any more hence the fact that the Doctor cannot sense him!)

i dont think the doctor is regenerating cos i heard that he is gonna be in a fourth sereis of doctor who or at least thats what it said in the doctor who magazine apparently
