I think you mean the time differential between P and S waves. If you know the time differential, you can determine the distance from the seismograph to the epicenter. This is because the differential velocity is known (p-waves travel faster). If you have three seismographs, you can locate the epicenter on a map by drawing circles of radius equal to the calculated distance from each. Where the circles intersect is the epicenter.
