There's this Godzilla monster who's name i can't remember. He looks a lot like Godzilla, except he is blue, has these large diamond looking things on his back and has a red thing on his face. He's slightly larger and i think he might have the ability to use electricity to his advantage. What's the name of this monster?

Sounds like Space Godzilla to me.

...you're talking about Supesugojira, from the 1994 film, "Godzilla vs. Space Godzilla"; Space Godzilla was an entity created in outer space, as a result of of some of Godzilla's cells combining with the remaining cells/spores of the defeated creature Biollante, which were still in Earth's outer atmosphere; these cells went into, and re-emerged from a nearby black hole, and the resulting apparition was Space Godzilla. The creature then immediately returns to Earth, and not only takes on the big 'G' himself, but also his son...and a mechanical creature called Mogera, which was put together by some of the alien technology and parts that made up Mecha-King Ghidorah.
