Sober could refer to the short term: "I had a couple of drinks with dinner, but I was sober by the time I went to bed." Meaning that I was drunk or buzzed, but am not anymore.
It could also refer to the long term: "I have been sober for 6 months now." Meaning that I have been clean from drugs or alcohol for 6 months.

Being 'sober', is a function of maturity and understanding: you are sober, when your conduct and attitude and sense of values at the moment, are all well balanced -- no over reactions, no undue misunderstandings, no tantrums, all normal and proportionate!

Well sobering up, means you recovering from a hangover. Someone who is "sober" has quit drinking alcohol for a period of time.
