In order to qualify for the award a player must not exceed either of the following, prior to the season under consideration:
* 130 at bats or 50 innings pitched in the major leagues
* 45 days on the active rosters of major league clubs
Willits only had 48 at bats and was only up for 28 games. Therefore he is considered a rookie.
Someone to look at in the National league that could surprise some people is Troy Tulowitzki of the Colorado Rockies. I think Hunter Pence or Tim Lincecum will end up winning though. Although some late comers to look at are Reynolds of Arizona and Braun of Milwaukee. Both are 3rd basemen.
For the American League I think it has to be Willits. Although there is a guy by the name of Dustin Pedroia who is rising. He is a great defensive fielder and he his starting to hit the ball very well on the best team in baseball.(Boston)

Willits, I think, still qualifies for the ROY Award. He didn't exceed the 130 AB cutoff in 2006 (nor, obviously, the 50.0 IP). He did, however, have 72 days of major league service; but since 31 of those days were from 9/1-10/1, that leaves 41 days during the 25-man roster period, and that falls just short of the 45 day cutoff. So I THINK he's still eligible, unless I'm missing something. (He played in late April, late July, and late August before the roster expansion kicked in.)
He's in the AL, and Pence is in the NL, so they're not competing for the same trophy.
I certainly like Pence so far, but there's a lot of the season still to play.

In the NL probally Pence but Lincecum could win it due to a great amount of k's and if he gets some wins he will be top 3 atleast. In the AL right now Pedroia i guess but if Dice-k heats up he might win due to all the media attention and being thus far very overrated.

reggie willits started with a hot bat and had around a 370 average even though its gone down i still think he should be rookie of the year

And to the guy above who said Dice-K could give someone a run??? NO WAY--isn't he got a 5 ERA now???? He's a #5 pitcher in the bigs -a #2-3 in the minors at best

Im not sure how much Willits played last year or if he's elgible but both he and Pence could win it as they are in seperate leagues (AL and NL) but Linecum (sp?) and Matsuzaka would give both a run.

It takes a full season but it could happen. Look at ryan garko in the AL... he's batting .346 with an OBS over .400 along with 7 homers and 21 rbi.
