Normal aquarium lighting levels should be fine. If they seem to be hiding from the lights a lot, try adding some bushy plants or floating plants to provide a little shaded area or two for them. It can be plastic or live plants both will be fine for this.

The lights that came with your setup should be fine. Make sure they have plenty of cover in which to hide, they might just be startled when the light suddenly comes on. One thing you can do is turn on the lights in the room for a few minutes before turning on the tank lights so the transition is not so drastic. My cardinals will lose their red coloration when I first turn on the lights, then within a few minutes their proper coloration returns.

if you go to a good pet store (not the average corporate one) you can get a clump of floating water sprite that will keep the light down and make your tetras really happy. plant covers for fish seem to be the big thing lately so a lot of places will start offering it if they don't already.

my honey gouramis like to eat the roots of water sprite but just about everything else leaves it alone.

oh snails eat water sprite -- you might want to fix that first.
