Depends on the job, but mostly for sure.
I always go without a shirt when i'm workin outside if it's nice out. It don't matter in my work tho.
If i was servin food or maybe in a professional position, it probably wouldn't be right tho.
And i can't really imagine people bein offended by shirtless guys, but some people could be i guess

Should every guy have the right to do a workout in the summer heat shirtless? Yes, if he can find an outdoor place to work out, or if his indoor space is not air-conditioned. However, if others will use equipment, he should lay down a towel over any upholstery and/or wipe it down after use. (I believe this is what you meant by hyphenating "work-out." But others have answered the following question instead.)
Should every guy who has to work in the summer heat have the right to work shirtless? Usually yes. But if there is a significant danger to his body, and a shirt will protect against it significantly more than sunscreen can, then a shirt may be necessary. For instance, I'd guess that red-hot rivets would go thru a shirt too fast to matter, but briars are another thing entirely!
Do I think others would be offended by this? For either of the above meanings: In the 21st-century U.S., it is sad but inevitable that some may be offended--almost always inappropriately. Search Messages at the Group linked to below for specific incidents involving members.
What is my opinion about this? Every time you go shirtless, there's a fair chance that you will encourage one or more other guys to imitate you, thus increasing the net happiness in the world. (For anecdotes, search the Messages in the same Group.) This, and the fact that exercising a right is an excellent way to maintain it, should encourage you more than you are discouraged by those who take offense.

But i think like going shopping or going to the store shirtless is not right. But working out would be fine..

Depends on age... Highschool up is ok... our cross country team runs in public shirtless.
