Anything converted to percent is the:
Part(s) divided by the whole (#) Then shift the decimal point two places to the right. This will express it in terms of 100^ths
That's what percent means.

For percent of PPM, divide the # by 1,000,000 and move the decimal point 2 place to the right (same as x100).

5000 PPM = (5000/1,000,000) x 100 = 0.5%

1 PPM = (1/1,000,000) x 100 = 0.0001 %

1% means 1 part per hundred
Which is the same as 10 parts per thousand
= 100 parts in 10,000
= 1000 parts per 100,000
= 10,000 in 1,000,000 (million)
So it is better to forget about the % part of it.
To get your answer, divide the total amount of water by one million. Then add that ammount to the water.

1/1,000,000 = 0.000001 or 0.0001% Remember you multiply by 100 to get percent.

One part per meter? What part are we going for here? If it's only one part, that's 100%!
