I am a 14 year old girl trying to get a career as an actress in films mostly but TV as well. I can't seem to find any agents or anything. I have no idea how to get started.

Okay, you didn't say if you have any experience acting in school plays. That, of course, is the first step.
If you don't live in L.A., Vancouver or Toronto, Canada, or possibly New York, your chances of acting in films is not good. That is where most films are made and that is where film actors live. But, there's plenty of time to get to film.
Most medium-sized cities have ad agencies for all the local commercials, and they rely on modeling and casting agencies. Look them all up in the Yellow Pages or online and ask questions.
School, acting classes outside of school, and if, again, you are lucky enough to live in LA, NYC, or Chicago, you can take the best acting classes, and that's improvisational theatre classes.
Because the people who are good at it make it look so easy, everyone thinks he can do it, but acting takes hard work, practice, extreme concentration, lots of listening to directors and teachers, and a strange mixture of humility and confidence. All that means is you have to practice and practice and learn and work at it. But, that's true of most things, isn't it.
