Let me lay it out like this for you...
The average 128kb/s MP3 is about 4MB--which is bytes and should be multiplied by eight in terms of bits which is your connection.
So at that rate, this average MP3 would equate to 16Mb (16 mega-bits). At the rate of your connection, you would download that MP3 in 1.6 seconds...
Speed, or one's interpretation of it is truly a subjective experience. I do however think that anyone in the world, would find downloading any 4MB MP3 in 1.6 seconds as "fast"...
The other factor that I haven't touched on, and that I won't because this isn't what you asked, is the fact that your real speed is going to be less than 10Mbps because of the fact of network conditions and such, but truly, 10Mbps is extemely fast and, for the right price, should be purchased...

Yes, 10mbit is T2.5 or so. (probably fiber optic) Most DSL is about 0.75 mbps, cable is usually around 5 or 6 mbps download speed (0.75 upload speed)
